City of Surrey: Guildford Town Centre - 104 Avenue Plan

Following the City of Surrey Council endorsement of the Stage 1 Guildford Town Centre – 104 Avenue Plan, a comprehensive review of servicing requirements will be undertaken to ensure that the Guildford Town Centre plan is achievable. 

The City of Surrey Council authorized staff to receive and process development applications for properties within the Guildford Town Centre-104 Avenue Corridor plan area on the basis of the Stage 1 Plan, provided that any such application not proceed to final approval until a completed final plan is approved by Council.

Plan refinement will also include the development of associated implementation policies and measures.

Stage 2 Review will include:

  • Examination of land uses in two Council-approved plan expansion areas;
  • Development of engineering servicing, parkland acquisition, community amenities, and financial strategies;
  • The preparation of development and urban design policies;
  • Additional community consultation, including open houses and surveys, will be conducted related to the development of the Stage 2 plan. Details of future activities will be posted here as they are scheduled.

Pacific Land Group (PLG) has actively participated the Guildford Town Centre Neighbourhood Concept Plan process since 2018. PLG has provided professional land use planning, transportation road network and environmental advice for property owners and communicated with City Staff. PLG has recently submitted a Rezoning / Subdivision / Development Permit / Sensitive Ecosystem Development Permit application for two, 5-storey apartment buildings at 140B Street and 104 Avenue
