Regional Transportation Development Cost Charges


On January 15, 2020, the Regional Transportation Development Cost Charges (“DCCs”) will enter its second year. Rates are based on per dwelling unit of per square foot of floor area, as defined in the Regional Transportation DCC Bylaw.

The Regional DCC was introduced in 2018 to help fund the construction or expansion of regional transportation projects by TransLink. DCCs are staggered in the first three years. As of January 15, 2020, the rates in the following table will apply and be collected by municipalities on behalf of TransLink at the time of subdivision approval or building permit stage.

Regional Transportation DCC

The Regional Transportation DCC Bylaw contained in-stream protection for subdivision and building permit applications submitted prior to January 15, 2019, as follows:

  • Any subdivision submitted prior to January 15, 2019 and receives approval prior to January 15, 2020 is not subject to the Regional Transportation DCC. If the subdivision is approved after January 15, 2020, then the DCC rate in effect on the approval date would apply.
  • Any building permit application submitted prior to January 15, 2019 and issued before January 15, 2020 is not subject to the Regional Transportation DCC. Building Permits issued after January 15, 2020 is subject to the DCC rate in effect on the approval date.

There is no further in-stream protection or transition provisions applied to the DCC rate changes on January 15, 2020 and January 1, 2021. 

There are exemptions for the Regional Transportation DCCs (e.g., value of work of Building Permit below $50,000; religious, non-profit, public developments).
